I believe they are for ventilation(reduced drag). Fountain did the same to an extent but they were in the steps if I remember right.

OK, I did.
1880hp, A/C, and comes with a 12v cig lighter.
What does that have to do with the holes in the bottom?

I remember someone trying compressed air, in the steps, to break the water tension.
